Current tabs are static and hard coded.

• Add/remove tabs
• Link tabs to collections
• Allow to set WIP limit per tab
• Show/hide WIP limit
• Allow to set custom tab title (default: collection title)
• Allow tab to be just a link to another page, e.g. work items in start and done state should be shown on a completely different page
