Let not just the work item be the thing users can download.

E.g. acceptance criteria is a document, which is created and updated by work items, resulting in newer versions. What usets download:

• The final version of that document
• The work item that contributed to a new version of that document

Users can see the work item going through flow states.

Also, each work item id must be added to the document(s) it’s going to impact so that conflicts can easily be detected and it’s known that merging needs to happen.
