Set work in progress limitations on flow states that have allocated capacity, i.e. Reviewing, Analysing and Implementing.

Flow states Start, Ready and Done stage work to be pulled in once capacity is available again, though a policy is set that after expiration date is passed, work item will be moved back to Start or is discontinued and archived.
